DEPARTMENT RECOMMENDATION

Chief Administrative Office, Procurement and Contracts Division, recommending the Board declare the listed property as surplus and authorize donation to the County of Sacramento Public Health Lab.

 

DISCUSSION/BACKGROUND

The Health and Human Services Agency Public Health Laboratory ceased operations earlier this year and a number of assets are no longer in use.  The department has requested that the attached list of surplus items be donated to the County of Sacramento Public Health Lab. Although there may be some inherent remaining value, nearly all the items are old and worth fractions of their original purchase price. El Dorado County has received many years of service from this equipment prior to the closure of the Lab.  Most of the items are specialized and could be difficult to sell on the open market due to increasing restrictions and reporting requirements for sale of lab equipment and related glassware and chemicals as specified in California Health and Safety Code section 11107.  Donating these items to a neighboring government entity will make sure the surplus items will be used properly and lawfully.

 

The attached list of "surplus property" reflects those items that remain surplus to the needs of the County. The Purchasing Agent will dispose of said property in accordance with the Purchasing Ordinance as noted in Section 3.12.210 and Section 3.12.220 thereof by means of auction, direct sale or donation.  The transfer of personal property to community organizations may be made in accordance with Government Code sections 25365 and 25372, and pursuant to a written agreement.

 

The Procurement and Contracts division is recommending that the Board authorize the Purchasing Agent to sign the attached agreement #2683 for the donation of surplus property to the County of Sacramento Public Health Lab.

 

ALTERNATIVES

The Board could choose to sell these items at auction.
