There is no cost associated with this program. Participant earnings and Workers’ Compensation are paid by the AARP Foundation Senior Community Services Employment Program (SCSEP). The SCSEP is federally funded under Title V of the Older Americans Act.

Reason for Recommendation:
The Senior Community Services Employment Program (SCSEP) is a federal program that places seniors age 55+ with non-profit or public agencies in temporary on-the-job training positions to gain the skills and experience necessary to obtain permanent, unsubsidized employment. The Department of Human Services (Community Services Division) was a host agency from 1995 to 2002 for the SCSEP when the program was administered by California Green Thumb. The SCSEP for El Dorado County is now administered by the AARP Foundation, which has contacted DHS in regards to becoming a host agency.

The Host Agency Agreement, upon Board approval, will be used as a boilerplate agreement to be signed, as recommended by County Counsel, by the Department Director, Assistant Director or a Program Manager II for each individual SCSEP participant assigned to a DHS site. Participants receive an hourly stipend through the SCSEP, but are not employees of either El Dorado County as the host agency or the AARP Foundation.
