Background:
On October 17, 2006 the Board of Supervisors approved submittal of an application to the State of California Department of Housing and Community Development (HCD) under the 2006-07 Community Development Block Grant Planning and Technical Assistance general allocation to receive a $35,000 grant to hire a consultant to conduct a homeless count and needs survey necessary to develop a Continuum of Care Strategic Plan to End Homelessness.  The grant was subsequently awarded on April 10, 2007, and the Standard Agreement was executed by HCD on June 22, 2007 following review and approval by County Counsel and Risk Management.  A Request for Proposal was issued by the County to procure a consultant to develop homeless count procedures and conduct two point-in-time homeless counts during January and June 2008.  HomeBase, The Center for Common Concerns, was the sole qualified respondent to the Request for Proposal, and on December 13, 2007, following approval from HCD, the County executed Agreement for Services #530-S0810 with the consultant.  HomeBase conducted both counts and prepared the 2008 El Dorado County Homeless Count and Survey Results report based on an analysis of the data collected during the counts.  These results have provided homeless data that has been included in the updated 2009 Continuum of Care Strategic Plan to End Homelessness.  
 
The initial Continuum of Care Strategic Plan was developed in 2007 by the Continuum of Care Stakeholders Committee, consisting of representatives from the Affordable Housing Coalition, United Outreach, South Lake Tahoe Women's Center, The Center for Violence Free Relationships, El Dorado County Health Services, El Dorado County Office of Education, Placerville Union School District, El Dorado County Community Health Center, Job One, Hope House Transitional Home, Sierra Recovery Center, M.O.R.E. Rehabilitation, Food Bank, H.E.L.P. and Homeless Advocacy group.  The 2007 Strategic Plan was finalized by the Stakeholders Committee on May 22, 2007 and was viewed by the El Dorado County Board of Supervisors on June 12, 2007 as a required component of the 2007 HUD Continuum of Care Homeless Assistance Program HMIS grant funding application approval process.  
 
Reason for Recommendation:
The State Department of Housing and Community Development (HCD) requires that a public hearing be conducted by the Board of Supervisors to advise the public of grant accomplishments, receive public input and adopt a resolution confirming the Board's acceptance of the grant accomplishments and adoption of the final product, the updated 2009 El Dorado County Continuum of Care Strategic Plan to End Homelessness, which incorporates data from the 2008 El Dorado County Homeless Count and Survey Results reports. Following Board acceptance, the final product will be submitted to HCD to close out the grant.
 
The collection of data on the homeless population within the County of El Dorado identifies the unmet needs of this population and represents a critical component of local homeless planning and program development.  The reporting of the data collected through biennial homeless counts is a mandated requirement of the U.S. Department of Housing and Urban Development (HUD) to maintain eligibility for Continuum of Care Homeless Assistance Program grant funding.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Spring Street with three (3) Certified Resolutions for submittal to HCD to close out the grant.
