Fiscal Impact/Change to Net County Cost:
Funding for this Agreement is provided by HBP grant funds with the local match from RSTP funds which have been included in the Project's work program for FY 08/09 and and the proposed work program for FY 09/10, identified as Project #77116. There is no net cost to the County General Fund associated with this agenda item.
Reason for Recommendation:
The Department of Transportation (Department) requested the Procurement and Contracts Division conduct a Request for Proposals (RFP) process to select a qualified consultant to produce the Feasibility Study Report for Bucks Bar Road at the North Fork Cosumnes River-Bridge Rehabilitation Project (Project) in October 2008. The Department utilized this RFP process and selected Dokken Engineering, Inc.
The Department intends to design and construct bridge and roadway improvements at the bridge on Bucks Bar Road at the crossing of the North Fork of the Cosumnes River; widening or replacing the existing bridge. The County requires a study of the feasibility of retrofitting and widening or replacing the existing Bucks Bar Road Bridge. The Consultant shall evaluate widening versus replacement alternatives and provide County with analysis and engineering to select the best alternative for the improvements.
The Department is recommending that the Board make findings pursuant to Article II, Section 210b, (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County job classifications.
The Purchasing Agent has determined it is appropriate to enter in to a contract with Dokken Engineering, Inc. for engineering services and concurs that a competitive selection process occurred and that the RFP process met the requirements of the Purchasing Policy.
The El Dorado County Employees Association, Local #1 has been informed of this proposed Agreement.
Action to be taken following Board approval:
1. The Chairman will sign the two (2) originals of Agreement for Services # AGMT 09-52633 with Dokken Engineering, Inc.
2. The Board Clerk will forward one (1) original of the fully-executed Agreement to the Department for further processing.
