Health Services Department recommending the Board authorize the Chairman to sign retroactive Amendment 2 to the AIDS Master Grant 07-65047 and Amendment I to Memorandum of Understanding (MOU) SP 07-09/3 with California Department of Public Health, decreasing compensation for budget periods July 1, 2008 through June 30, 2009 and July 1, 2009 through June 30, 2010 by $612 for each year; thereby decreasing the total amount for the entire three-year term of this MOU from $52,500 to $51,276, noting the impact of this change to MOU SP 07-09/3 as part of the AIDS Master Grant 07-65047 is an overall decrease of $1,224.

Fiscal Impact/Change to Net County Cost: None. The Health Services budget has been adjusted to incorporate this Amendment.
Background: Each year, the State of California issues AIDS Program funding to California counties to continue efforts to prevent the spread of HIV/AIDS through testing, counseling, and tracking the disease. The Master Grant (07-65047) describes the terms and conditions, reimbursement, and reporting procedures for the grant, and includes individual Memoranda of Understanding for each program being supported by the Grant. The program MOUs describe in detail the scope of work and budget for that particular program. This Amendment II to the Master Grant (07-65047) includes the changes in Amendment I to the HIV/AIDS Surveillance MOU SP 07-09/3.
Reason for Recommendation: On February 19, 2009, the State mailed notice to the County that the HIV/AIDS Surveillance MOU funding for FY 2008-09 and 2009-10 was being decreased by $612 each fiscal year, for a total decrease in the three-year MOU of $1,224. Staff immediately began processing the Amendments and submitted to the next available Board meeting.
Action to be taken following Board approval:
1. Board Chairman to sign seven (7) original AIDS Master Grant 07-65047 face sheets where indicated.
2. Board Chairman to sign three (3) original HIV/AIDS Surveillance MOU face sheets where indicated.
3. Board Clerk's Office to return all signed documents to Department.
4. Department to forward signed documents to State for final execution.
5. Department to return one fully executed original of each document to the Board Clerk's Office upon receipt from the State.
