Fiscal Impact/Change to Net County Cost:  
The grant request includes funding to offset the cost of 3.0 FTE Deputy II performing School Resource Officer (SRO) functions and 1.0 FTE Deputy II performing the Resident Deputy function in the Meeks Bay area of South Lake Tahoe.  Without this funding these functions will be eliminated due to budget cuts and those officers allocated to core patrol functions.   In addition, the annual county contribution of approximately $100K for year one for deputy salaries above 1/step one would be added to the Department budget should the Board approve the grant application and the Department be successful in obtaining this grant.
 
The current cost of funding the 4.0 FTE positions for all three years is $1,511,244.  The grant will only allow for funding at an entry level value of Deputy 1, step 1 for a total request of $1,213,576.   Existing Deputies are not currently at Step 1, therefore, there is a cost to the County associated with these positions.  The amount of general fund contribution after grant offset is estimated at $297,668.  
 
Required fourth year cost at the County's expense is estimated to be $520,000.  The total cost to the County for four years is estimated to be $817,668.
 
Should the County be successful in this competitive grant, a budget transfer will be brought back to amend the Sheriff's budget.
 
Reason for Recommendation:  
The COPS Office will receive funds from the American Recovery and Reinvestment Act of 2009 to address the personnel needs of state, local and tribal law endorcement.  The solicitation for this grant became available March 16, 2009 and the submission deadline was April 14, 2009.  The Sheriff's Department prepared and submitted the grant application based on preserving three (3) sworn deputy positions that provide services as School Resource Officers and one (1) Resident Deputy in the Meeks Bay area of South Lake Tahoe.  
 
CHRP is a competitive grant program that provides funding directly to law enforcement agencies having primary law enforcement authority to create and preserve jobs and to increase their community policing capacity and crime prevention efforts.
 
Up to $1 billion in grant funding will be available for the hiring and rehiring of additional career law enforcement officers.    Details are as follows:
 
*  There is no local match requirement for CHRP however due to the funding only being sufficient for Deputy Sheriff I there is a county cost over four years of $817,668.
 .
*  Grant funding will be based on current entry level salary and benefits.  Any costs above entry level costs will be the responsiblity of the grantee agency.  
 
*  CHRP grants will provide 100 percent funding for approved entry level salaries and benefits for 3 years (36 months) for newly hired full-time sworn officers or for rehired officers who have been laid off or are scheduled to be laid off on a future date as a result of local budget cuts.
 
*  At the conclusion of the federal funding period, grantees must retain all sworn officer positions awarded under the CHRP grant for a period of at least one year.  
 
Action to be taken following Board approval:  The Board will be advised of the outcome of the grant application.  A budget transfer will be processed or the adjustment will be made in the 2009-10 addenda process depending on timing.
