DEPARTMENT RECOMMENDATION

Community Development Services, Department of Transportation (Transportation), recommending the Board consider the following:

1) Authorize the Chair to sign Maintenance Agreement 18-54827 between the California Department of Transportation (Caltrans) and El Dorado County, defining the obligations for installing and maintaining a gateway monument sign on US 50 welcoming travelers to Pollock Pines;

2)  Authorize the Chair to sign Maintenance Agreement 18-54826 between the Community Economic Development Association of Pollock Pines (CEDAPP) and El Dorado County, defining the obligations for installing and maintaining a gateway monument sign on US 50 welcoming travelers to Pollock Pines; and

3) Adopt Resolution 111-2018 endorsing the gateway monument sign in Pollock Pines.

 

DISCUSSION / BACKGROUND

CEDAPP desires to place a gateway monument sign welcoming travelers to Pollock Pines on Eastbound US 50 near Pollock Pines.  The purpose of the sign is to welcome travelers to the area and increase awareness of tourism and businesses in the area.  CEDAPP will fund the purchase, installation and maintenance of the sign.

 

As the monument sign will be installed within Caltrans right-of-way, an encroachment permit and maintenance agreement is required for the sign.  Caltrans requires a government entity take responsibility for the installation and maintenance of such signs, and has asked El Dorado County to take that role by entering into agreement 18-54827.  Staff and CEDAPP have agreed to enter into a companion agreement, were by CEDAPP will accept the obligation to fund, install and maintain the monument sign.

 

Caltrans requires verification the local agency supports the gateway monument content and installation.  The attached resolution provides verification that the Board of Supervisors endorses the monument.

 

In addition to the cost responsibilities, the companion agreements also define the liability and indemnity obligations for each entity.  Community groups in Coloma and Meyers have expressed an interest in similar gateway monuments for their communities.  Provided the Board approves this item, the process will become a model for future projects.

 

ALTERNATIVES

Should the Board chose not to enter into these agreements, another governmental agency would be required to take on the maintenance obligation, or the sign may not be allowed.

CAO RECOMMENDATION / COMMENTS

It is recommended that the Board approve this item. 

 

FINANCIAL IMPACT

There is no anticipated cost to the County.  If CEDAPP were to fail to fulfill their installation and maintenance obligations, the County could be obligated to remove the monument sign with County forces at an estimated cost of $500.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on three (3) originals of Agreement 18-54827 and 18-54826.

2) The Clerk of the Board will forward the three (3) partially executed originals of each agreement to Transportation, Attn., Julie Millard, for final processing.

3) The Clerk of the Board will obtain the Chair’s signature on two (2) original Resolutions.

4) The Clerk of the Board will return one (1) signed original Resolution to Transportation, Attn., Julie Millard, for further processing to Caltrans.  

 

DEPARTMENT FOLLOW UP ACTIONS

Upon receipt, Transportation will forward one (1) fully executed original of each agreement to the Board for its files.
