DISCUSSION / BACKGROUND:

Health and Human Services Agency (HHSA) recommending the Board approve and sign Agreement for Services #2298 with El Dorado County Emergency Services Authority (EDCESA) to provide Advanced Life Supportand dispatch services in County Service Area 7 (CSA 7), also referred to as the West Slope of El Dorado County.

 

In accordance with County Ordinance Section 3.13.030, HHSA determined that the nature of ambulance transportation involves emergency services, and the contractor will provide equipment, materials, facilities, administration, and support services related to providing work that may not be feasibly provided by the County.

 

EDCESA is a Joint Powers Authority (JPA) duly organized pursuant to the provisions of Section 25210.1 et. seq. of the Government Code of California, to provide prehospital emergency and medical services, patient transport, and dispatch services.  The JPA has provided contracted ambulance transport services under the County’s public utility model via Agreement 200-S0811 since 2006. Under Agreement 200-S0811, compensation fluctuated from year to year based on the JPA’s budget and allowed for EDCESA to invoice and be reimbursed on a monthly basis, based on actual expenses.

 

Items of note in this Agreement #2298 that differ from the existing Agreement #200-S0811, include but may not be limited to:

 The current Agreement provides monthly payment based on invoiced amounts.  The new Agreement is a flat rate agreement, providing a flat rate of $941.667 per month ($11,300,000 for the first year of the Agreement), adjusted annually thereafter by the Ambulance Inflation Factor.  In addition, Contractor will receive $500,000 annually for the first three (3) years of the Agreement, for the sole purpose of maintenance and replacement of capital assets (ambulances, etc).  Any additional work beyond the normal ambulance service will be compensated separately, along with stand-by and disaster services. 

 

The current Agreement includes ALS NonTransport language; the new Agreement does not include ALS NonTransport language.  The permitting and contracting process for ALS NonTransport services has been transitioned to the County in accordance with County Ordinance.

 

ALTERNATIVES:

Disapproval of Agreement for Services #2298 will result in the County's inability to provide emergency life-support response, and could cause public safety impact.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2018-19 Recommended Budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services #2298.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
