Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 2722 with Community Recovery Resources for the provision of alcohol and drug counseling and treatment services, for the term of July 1, 2018 through June 30, 2019, with a maximum contractual obligation of $100,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 2722, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement for Services #2722 to provide alcohol and drug counseling and treatment services for those eligible individuals, thus ensuring HHSA meets the requirements of the funding source. HHSA receives funding under an Agreement with the California Department of Health Care Services for the provision of Substance Use Disorder prevention and treatment, which mandates HHSA to make substance abuse treatment services available to Medi-Cal beneficiaries through the utilization of Federal and State funds available pursuant to Title XIX and Title XXI of the Social Security Act. The County has neither the facilities nor the staff available to meet the service requirements. Failure to contract with community-based alcohol and drug treatment providers would result in an inability to meet the service demands of the community, as well as an inability to provide the service levels mandated by the funding agreement. HHSA recommends approval of Agreement for Services #2722 to allow continued provision of alcohol and drug counseling and treatment services for both existing and future clients.
Additionally, HHSA has determined that services provided pursuant to this Agreement #2722 satisfy the criteria defined in Chapter 3.13, Section 3.13.030 of the County Ordinance in that the work performed under this Agreement is on an “as requested” basis; therefore, it is more economical and feasible to engage an independent contractor for alcohol and drug counseling and treatment services.
DISCUSSION / BACKGROUND:
HHSA contracts with the California Department of Health Care Services (DHCS) to provide Substance Use Disorder treatment services mandated through the Substance Abuse Prevention and Treatment (SAPT) Federal block grant. HHSA accomplishes its obligation by contracting with multiple entities, one of which is Community Recovery Resources (CoRR). CoRR has provided said services to HHSA eligible clients since 2014, providing inpatient detoxification, residential alcohol and drug treatment services, counseling services and substance abuse testing on an “as requested” basis for clients referred by HHSA. CoRR continues to be a successful tool to support individuals and families.
CoRR’s Grass Valley Campus includes Hope House Women’s Residential, and Serenity House Men’s Residential facilities. The Auburn location includes gender specific detox and residential programs as well as Placer Mothers in Recovery. CoRR’s new location in Roseville offers adolescent and adult outpatient services, DUI classes/drinking driver education, Mothers in Recovery perinatal outpatient program, and child development.
ALTERNATIVES:
Disapproval of Agreement for Services #2722 will result in difficulty in meeting the services demands of the community, could disrupt the progress and continuity of care for clients currently receiving services from Community Recovery Resources, and may result in an inability to provide the service levels mandated by the funding agreement.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the fiscal year 2018-2019 budget, and will be included in future budgets for the term of the Agreement
