Health and Human Services Agency recommending the Board adopt and authorize the Chair to sign Resolution 116-2018, which will continue to grant signature authority originally granted in Resolution 287-88, by authorizing the Health and Human Services Agency Director, or designee, to execute any future amendments, contingent upon approval by County Counsel and Risk Management, to State Contract 80-RHC-009 dated May 18, 1981. This Agreement between the County and the California Department of Housing and Community Development designates the County as the fiscal intermediary to accept funding on behalf of, and pass that funding through to, Mother Lode Rehabilitation Enterprises, Inc., to sustain their housing program.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) is recommending the Board adopt and sign the attached Resolution to authorize the HHSA Director, or designee, authority to continue to execute any future amendments to the Rental Housing Construction Program; State Contract No. 80-RHC-009 dated May 18, 1981.
DISCUSSION / BACKGROUND
In 1981, the Board of Supervisors approved Agreement 80-RHC-009 with California Department of Housing and Community Development (DHCD), thereby agreeing to act as the fiscal intermediary between DHCD and Mother Lode Rehabilitation Enterprises, Inc. (M.O.R.E.). The County receives funding which is then passed through to M.O.R.E., for their housing program. This Agreement 80-RHC-009 is updated at least annually via amendment; to date, the Agreement has been amended forty (40) times, and HHSA is in receipt of Amendment 41.
On December 7, 1982, the County of El Dorado Board of Supervisors adopted Resolution No. 323-82, authorizing the execution of State Contract No. 80-RHC-009 dated May 18, 1981, approving the participation in the Rental Housing Construction Program and on August 23, 1988, the BOS adopted Resolution No. 287-88, granting signature authority to the Director of the...
