DEPARTMENT RECOMMENDATION

Surveyor's Office recommending the Board adopt a Resolution naming a portion of State Route 49 to Wagon View Road and the adjoining Court to Wagon View Court. The new road names will become effective the same day that the newly aligned State Route 49 segment is opened for traffic.

 

DISCUSSION / BACKGROUND

The Diamond Springs Parkway project will connect Missouri Flat Road to State Route 49, near the community of Diamond Springs, CA.  The purpose of the project is to reduce traffic congestion on State Route 49 through the historic town of Diamond Springs by providing parallel connection to State Route 49.  The Project will be constructed in two phases. 

 

Phase 1A will realign and widen State Route 49 from Pleasant Valley Road to approximately 300 feet south of Bradley Drive. Phase 1A improvements will include two 12-foot lanes and 8-foot shoulders in each direction of State Route 49, in addition to a sidewalk on the east side of the roadway.  The project will also upgrade the traffic signal at the Pleasant Valley Road intersection, as well as the underground relocation of all overhead utilities and removal of utility poles.  The existing 2-lane State Route 49 segment from the north end of the commercial property identified as APN: 054-342-31 to Black Rice Road will be converted to a frontage road serving the residential parcels, and provide separation from State Route 49 traffic.

 

In support of the Diamond Springs Parkway project, Transportation Department, has demonstrated the necessity of naming the segment of State Route 49 from the north end of the commercial property identified as APN: 054-342-31 to Black Rice Road. Furthermore, the Surveyor’s Office has determined that it is in the best interest of the community to name the court at this time. Both roads are delineated in Exhibit A.

 

The Surveyor's Office has publicly noticed the proposed name change in more than three (3) public places at least 10 days prior to today’s hearing, in accordance with Section 970.5 of the California Streets and Highways Code.

 

ALTERNATIVES
An alternative would be to not approve the naming of this portion of State Route 49 and the connecting court. By utilizing this alternative, after the new alignment is complete, these roads would be without a name presenting an issue with the assignment of situs (physical) addresses that are necessary for the health and safety of the residents, furthermore, the residents would not have the identification necessary to establish or reestablish mail from the United States Postal Service.  

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

Transportation Department has requested this portion of State Route 49 be renamed and support the naming of this segment as Wagon View Road and the adjoining court as Wagon View Court. Furthermore, they have informed the County Surveyor of their intent to add both of these roads into their Maintained Mileage. This adoption is expected before the end of 2018.

 

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no fiscal impact or Net County Cost associated with this item.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on the Resolution naming a portion of State Route 49 to Wagon View Road and the adjoining Court to Wagon View Court.  

2) The Clerk of the Board will record the Resolution.

3) The Clerk of the Board will return a copy of the recorded Resolution to the Surveyor’s Office for further processing.
