DISCUSSION / BACKGROUND:
Low fund balance in the Family Self Sufficiency (FSS) Program as well as the discontinuation of funding for Family Self Sufficiency by the U.S. Department of Housing and Urban Development (HUD) for Fiscal Year (FY) 2017-18, resulted in a need to transfer funding from Area Agency on Aging to PHA. HHSA has been working directly with HUD to monitor the Family Self Sufficiency Program funding. Funding was denied due to reporting issues at the federal level.
