DEPARTMENT RECOMMENDATION

Probation Department recommending the Board approve and authorize the Chair to sign Agreement for Services #3106 with Northern California Construction Training to provide an apprenticeship program to increase the skillsets of the clients of the El Dorado County Probation Department. This agreement is for a one (1) year term effective July 1, 2018 through June 30, 2019 for a Not to Exceed Amount of $198,287.00.

 

DISCUSSION / BACKGROUND

Northern California Construction Training (NCCT) is a non-profit organization providing pre-apprenticeship training programs that provide students with training in construction based trades. The comprehensive program includes hands on training by skilled Journeyman Carpenters in construction trades, job safety and First Aid, preparation for entry exams to apprenticeship programs, development of appropriate work behaviors, certifications, and job placement services. Upon completion of the program, 85% of graduates are placed in employment with a continuing effort from NCCT to employ graduates not employed at the time of graduation.

 

NCCT has one goal, to prepare their students for a career in construction.  Their well trained staff of credentialed teacher-trainers are experience in the construction trade and working with students who are re-entering the workforce or entering the workforce for the first time.  NCCT has trained thousands of students in their adult programs, in-custody jail program, juvenile/youth programs, probation/parole programs and ROP high school program.  NCCT has the specialized personnel with the skills and experienced necessary to successfully help our clients.  Therefore, it is more economically feasible to contract out for these services than to hire the personnel, training materials, tools and equipment necessary to provide such services.

 

The Probation Department continues to see an ongoing need to fulfil the rehabilitative needs of adult clients and provide vocational and educational trainings to increase options in viable career fields for former offenders. Many employers in the construction field offer job opportunities that are “felon friendly” and provide the ability to earn livable wages which in turn, has been shown to reduce recidivism and helps students become more successful and productive members of the public.

 

2011 Public Safety Realignment, created with the adoption of AB109 and AB117, made changes to existing law to reduce the number of offenders incarcerated in state prison and "realign" these offenders to local entities.  El Dorado County, along with many other counties in the state, created a Community Correction Partnership (CCP) for the purpose of implementing a Public Safety Realignment Plan.  As part of the Public Safety Realignment Plan for FY 2018-19 and with the objective of reducing recidivism, the CCP will partner with Northern California Construction Training to provide an opportunity of gaining valuable skills and employment.

CAO RECOMMENDATION

Approve as recommended.  This is an action to expand program services, funded with funding received through State realignment sources.  Should funding for this service change in future years, the Chief Administrative Office will work with the Department to determine appropriate program service levels and funding sources.

 

FINANCIAL IMPACT

Funding is included in the FY 2018-19 Community Corrections Partnership Budget - Approved by CCP on February 26, 2018.
