DEPARTMENT RECOMMENDATION

Community Development Services, Department of Transportation (Transportation), recommending the Board consider the following:

1) Approve and authorize the Chair to sign the Integrated Regional Water Management Plan (IRWMP) Intergovernmental Grant Administration Agreement 18-31215 (Agreement), awarding funds of $74,563, for planning associated with the CSA #5 Erosion Control Project (Project), and

2) Authorize the Director of Transportation to execute any future amendments or modifications to this Intergovernmental Grant Administration Agreement that do not increase the current grant amount of $74,563.

 

DISCUSSION / BACKGROUND

The 2007 Tahoe Sierra IRWMP, which enables the coordination of water quality and resource management efforts between jurisdictions within the Lake Tahoe Regional Watershed, was adopted by the Board on November 6, 2012 (Item 16), and the subsequent update to the IRWMP was adopted on January 27, 2015 (Item 44).  Adoption of the IRWMP allowed the County to apply for grant funds under Proposition 84, the Safe Drinking Water, Water Quality and Supply, Flood Control and Coastal Protection Bond Act of 2006 and Proposition 1 (Prop 1), the Water Quality, Supply and Infrastructure Improvement Act of 2014.

 

The County was awarded $74,563 from Prop 1 through the Tahoe Sierra IRWMP group for the Project.  South Tahoe Public Utility District (STPUD) is the IRWMP grant administrator for Prop 1.  During the term of the Agreement, Transportation anticipates there may be a need to request that STPUD further modify the terms of the Agreement, generally related to administrative issues, and project schedules.  Transportation is requesting that the Board delegate authority to the Director of Transportation to execute these types of amendments or modifications.  If a future amendment or modification proposes to increase the current funding amount of the Agreement, Transportation will bring it to the Board for consideration.

 

ALTERNATIVES

The Board could choose to not accept the funds; however, no additional work will be completed within the Project area.

It is recommended that the Board approve this item.  

 

FINANCIAL IMPACT

There is no impact to Net County Cost.  Approval of the proposed Agreement will allow Transportation to receive a total of $74,563 of State revenue through the IRWMP, which has been programmed and reflected in the 2018 CIP.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on the two (2) partially executed original Agreements.

2) The Clerk of the Board will forward the two (2) partially executed Agreements to the Transportation - Tahoe Engineering Unit (Patty Scott) for further processing.
