DEPARTMENT RECOMMENDATION
Community Development Services (CDS), Department of Transportation, recommending the Board select one or more of the US 50/Cameron Park Drive Interchange alternatives to carry forward to preliminary design and environmental studies, as funding becomes available.
DISCUSSION/BACKGROUND
In 2017, the Long Range Planning Division began the US 50/Cameron Park Drive Interchange Alternatives Analysis project with Dokken Engineering and DKS Associates. The project goals include identifying an interchange alternative that would accommodate future traffic growth, while reducing the project cost and impacts to private property. Background information regarding this project is included in Attachment A - Board Memo.
The Cameron Park Drive Interchange Alternatives Analysis project team has identified four alternatives for consideration:
• Alternative 1: Widening (Attachment C)
• Alternative 2: Rodeo Road Off-Ramp (Attachment D)
• Alternative 3: Hook Ramps (Attachment E)
• Alternative 4: Diverging Diamond (Attachment F)
Each of the alternatives is described in Attachment A, along with a summary of the benefits and drawbacks of each. The Alternatives Screening Matrix (Attachment B) summarizes the evaluation of the alternatives. The public outreach for this project consisted of three parts:
• Individual meetings with select property owners
• Public Workshop
• Comment Period (May 3 - 31, 2018)
The public outreach process and results are discussed in Attachment A. Summary tables of public feedback for each interchange are included in Attachment H.
Next Steps
Staff will work with Caltrans to document the alternatives analysis as the starting point for the next Caltrans study (Project Study Report or Project Report). As funding becomes available, the environmental technical studies will commence.
During the 2019 Minor Traffic Impact Mitigation (TIM) Fee Update, the project cost will be adjusted in the TIM Fee Program to match the most expensive alternative of the alternatives selected for further consideration. On June 26, 2018, the Board approved the Minor Technical TIM Fee Update (Item 60) and the 2018 CIP Book (Item 61), which both included $61.4 million for Alternative 2 (Rodeo Road Off-Ramp), currently the most expensive alternative.
Recommendation
Staff recommends selecting Alternative 1 (Widening), Alternative 3 (Hook Ramps), and Alternative 4 (Diverging Diamond) for further technical and environmental studies.
ALTERNATIVES
The Board could decide to not proceed with the US 50/Cameron Park Drive Interchange Alternatives Analysis project, or to pursue alternatives other than the three recommended by staff.

FINANCIAL IMPACT
There is no change to Net County Cost associated with this agenda item. Funding for the US 50/Cameron Park Drive Interchange is included in the recommended Fiscal Year 2018/19 budget and is provided by the TIM Fee Program.

STRATEGIC PLAN COMPONENT
The US 50/Cameron Park Drive Interchange is a vital part of the Infrastructure component of the County Strategic Plan. Adequate infrastructure is necessary for the Economic Development component and is a requirement of the County General Plan. Safe roads are a crucial factor in the Public Safety component of the County Strategic Plan.
