Health and Human Services Agency recommending the Board:

1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 366 with Shared Vision Consultants, Inc., for the provision of consultant services, expanding the Scope of Services to include providing guidance and direction to the Health and Human Services Agency Strategic Plan Goal #5 “Service Integration: To develop and implement a continuum of care model for individuals, families and community partners that integrates access, assessment, referral, and efficient delivery of programs and services,” thereby increasing the maximum obligation by $26,000 effective upon execution of Amendment 1, for a new total obligation of $78,471; with no change to the term of August 31, 2017 through August 30, 2020; and

2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 366, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize amending the current agreement #366 with Shared Vision Consultants, Inc., to expand the Scope of Services to include consulting on the Service Integration Goal #5 of the HHSA Strategic Plan.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage a consultant for said services. 

 

DISCUSSION / BACKGROUND:

On August 31, 2017, the Purchasing Agent executed Agreement #366 with Shared Vision Consultants, Inc., to provide consulting services including assessment, planning, guidance, and ongoing implementation of programmatic structural re-design for the Child Welfare Services (CWS) program.   Over the course of the last nine months, HHSA has had an opportunity to work with Shared Vision Consultants, Inc., observing their methodology, process and success at re-designing the programmatic structure of CWS.  Outcomes have been efficient, effective, and positive.

 

At this time, HHSA is recommending the Board approve and authorize expanding the current Scope of Services to include similar activities regarding the HHSA Strategic Plan Goal #5  - Service Integration.  To date the HHSA Director has been the driving force behind the design and process of Service Integration.  However, at this time contracting with a consultant who specializes in the activities required to ensure an efficient and effective roll out of Service Integration will allow the Director to focus on the overall Strategic Plan, as well as the higher level aspects of the Director’s role.

 

 

ALTERNATIVES:

Should the Board decline to contract with Shared Vision Consultants, Inc., the HHSA Director will have to continue to dedicate significant internal resources toward the Strategic Plan.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT:

County Counsel and Risk Management.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2018-19 budget, and will be included in future budgets for the term of the Agreement

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendments 1 to Agreement for Services #366.

2) Clerk of the Board to return one (1) fully executed Amendment 1 to HHSA Contracts Unit at 3057 Briw Road, Suite B.
