Chief Administrative Office recommending the Board:

1) Approve and authorize the Chair to sign a letter of endorsement supporting the El Dorado County Transportation Commission’s grant application for Caltrans State Planning and Research funds for the development of a Community Transportation Plan for the El Dorado Hills Business Park; and

2) Approve and authorize the Chair to sign Resolution 160-2018 authorizing the allocation of $18,000 and 155 hours of County staff time in support of such efforts.

 

DISCUSSION / BACKGROUND

On March 20, 2018 the Board authorized a letter of endorsement and the allocation of 155 hours of County staff time in support of EDCTC’s grant application for Caltrans Rural Planning Assistance program funding for the development of a Community Transportation Plan for the El Dorado Hills Business Park (Legistar Item 18-0273). The grant application was not awarded; however, additional funding has been identified through State Planning and Research funds administered by Caltrans.

 

EDCTC would take the lead on the grant application, consultant contract and administration, with the County partnering and providing staff time for the development of the plan, including attending internal coordination meetings and public meetings, document review, and technical support in the areas of economic development, land use, and transportation planning. If the funds are awarded, County staff’s participation in the development of the plan will help to ensure that the plan is consistent with existing County policy and plans, as well as proposed development projects currently in process with the County.

 

The El Dorado Hills Business Park Community Transportation Plan would include an origin/destination component to identify where Business Park employees are coming from and build upon the recent Business Park Owners Association interest in active mobility improvements in the business park area, while providing an opportunity for community input and public engagement to envision how the Business Park could be improved to better connect with Town Center and Central El Dorado Hills.

 

The estimated cost of the study is $180,000. The grant application would request funding for the cost of the study with a required 20%, or $36,000, grant match. EDCTC and the County would each provide 10%, or $18,000, and staff time. County staff time would be divided among existing staff in the Chief Administrative Office, the Department of Transportation, and the Department of Planning and Building. Pursuant to Policy A-5 Section II(A)(1) grant endorsements for non-county agencies that include a commitment of County funding and staff time require Board approval.

 

ALTERNATIVES

The Board could choose to not sign the letter of endorsement or allocate funding and staffing resources; however, without a commitment of resources, the grant application would not be competitive.

FINANCIAL IMPACT

The $18,000 for the grant match contribution is available within the Fiscal Year 2018-19 Economic Development budget under Professional Services.

 

The 155 hours of staff time would be absorbed with existing staffing resources. Funding associated with 155 hours of staff time equates to approximately $18,000; and is spread equally between Economic Development, the Department of Transportation, and the Planning and Building Department. Funding for this staff time is included within the Fiscal Year 2018-19 budget for each department.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Obtain Chair’s signature on the letter and Resolution and return a signed copy of each to the Chief Administrative Office.
