DEPARTMENT RECOMMENDATION

Probation Department recommending the Board approve and authorize the Chair to sign Amendment III to Agreement 045-S1610 with Noble Software Group, LLC increasing the contract by $26,060. The increase will add as-needed per user software licenses for the Noble Assessment Platform and Annual View software through the remainder of the contract period. The new not to exceed amount will total $117,606.00.

 

DISCUSSION / BACKGROUND

The Probation Department operates on a foundational principle of Evidence Based Practices as the standard for programs and services. The use of validated actuarial risk assessments is a foundational principle of evidence based practices.  The Probation Department has procured the services of NOBLE Software, Inc. for the provision of various juvenile and adult risk and needs assessments as well training commensurate with these tools.

The addition of per user pricing to the contract will allow the department to continue to add additional licensing as-needed to allow for increased efficiency and fit the needs of the department.  Assessments software allows Probation Officers to identify the potential needs of and risks of recidivism associated with our clients.  Functions of the software include the ability to screen clients, which allows the Probation Department to identify needs and risks early on in the process, which contributes to the Department's mission of reducing recidivism. 

While it is early in the fiscal year, we anticipate that a portion of this additional amount will be funded through the Community Corrections Plan (CCP) with the remainder to be absorbed through realized savings in other line items.

FINANCIAL IMPACT

Agreement 045-S1610 is included in Fiscal Year 2018/19 budget.

1. Chair to sign two (2) originals of Amendment III of Agreement 045-S1610.

2. Board Clerk’s Office to return one (1) original Amendment III of Agreement 045-S1610 to Probation for distribution to vendor.
