DEPARTMENT RECOMMENDATION

Community Development Services, Department of Transportation (Transportation), recommending the Board adopt and authorize the Chair to sign the Resolution (Resolution) authorizing the Director of Transportation (Director) to execute specified Use Permits in conjunction with County’s Capital Improvement, Environmental Improvement, and Maintenance projects, allowing for the program implementation process to function more efficiently.

 

DISCUSSION / BACKGROUND

Transportation intends to continue to pursue and obtain project opportunities that will require use permits with various state and federal agencies. These agencies include the United States Department of Agriculture Forest Service, the State of California Department of Transportation, the City of Placerville, the City of South Lake Tahoe, the State of California Department of Parks and Recreation, the Tahoe Regional Planning Agency, and the California Tahoe Conservancy.

 

On June 11, 2013 (Item 16), the Board adopted Resolution 071-2013 authorizing the Transportation Division Director to submit applications, sign applications, and obtain and/or execute Use Permits, Encroachment Permits, Right of Entry Permits, and License Agreements to construct Capital Improvement Projects, Environmental Improvement Projects, and Maintenance Projects to allow the program implementation process to function more efficiently.

 

On April 18, 2017 (Item 6), the Board adopted Ordinance 5051, pertaining to the reorganization of the Community Development Agency. Due to the name changes of Community Development Services, Department of Transportation, and Director of Transportation, the Resolution requires updating.

 

ALTERNATIVES

The Board could choose not to adopt the Resolution, thereby leaving Resolution 071-2013 in place. Resolution 071-2013 contains references to the Community Development Agency, the Transportation Division, and Transportation Division Director. These references are incorrect and confusing, and could cause questions or delays in execution of needed documents, refusal to sign documents, or rescission of signed documents.

It is recommended that the Board approve this item.  

 

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on the original Resolution.

2) The Clerk of the Board will forward one (1) copy of the executed Resolution to Transportation, to the attention of Jackie Cook.
