DEPARTMENT RECOMMENDATION

Community Development Services, Planning and Building Department, Long Range Planning recommending the Board adopt a Resolution 150-2018 to establish the Meyers Advisory Council.

 

DISCUSSION / BACKGROUND

The El Dorado County Board of Supervisors adopted the Meyers Area Plan (MAP) on March 20, 2018.  Policy 1.2 in Chapter 7 of the MAP states that the County shall establish a formal Meyers Advisory Council (MAC) with regularly scheduled and publicly noticed meetings to provide recommendations to the Tahoe Regional Planning Agency (TRPA), the Planning Commission and/or Board of Supervisors on the implementation of the MAP.  More specifically, the MAC will perform the following functions:

 

A.     Review potential projects within the MAP boundary for conformance with the Plan’s vision, goals, policies, and design standards and guidelines.

B.     Advise and make recommendations to the Planning Commission, Board of Supervisors, and/or TRPA on matters relating to project conformance with the MAP’s vision, goals, policies, and design standards and guidelines.

C.    Serve as a conduit between the Meyers community and County government to foster enhanced communication, provide feedback and make recommendations on community and development projects and other associated issues.

 

The MAC shall include no fewer than five (5) members and not more than seven (7) members that are residents or property owners in the Lake Tahoe Region of the unincorporated County.  The MAC shall include community members representing business, environmental, recreation, and other appropriate interests necessary to carry out the vision of the MAP.  The MAC shall be appointed by the Board of Supervisors after completion of a County application process.  All MAC members shall serve without compensation.

 

ALTERNATIVES

The Board of Supervisors could choose to not adopt the Resolution to appoint the Meyers Advisory Council.  Alternatively, the Board of Supervisors could suggest amendments to the proposed Resolution.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

All MAC members shall serve without compensation.  The County will appoint a staff member to serve as a liaison between the MAC and the County, thus a relatively minor amount of staff time (approximately 4 hours every quarter) will be required. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

The Clerk of the Board shall post a Notice of Vacancy citing all positions are vacant.
