El Dorado County Air Quality Management District (District) recommending the Board, acting as the Air Quality Management Board of Directors, adopt and authorize the Chair to sign Resolution 176-2018 authorizing Air Pollution Control Officer to:
1) Execute grant agreement G17-EIDG-06 accepting initial funding from the California Air Resources Board (CARB) in the estimated amount of $18,267 for the implementation of Assembly Bill 197 (AB197);
2) Execute any future grant or funding agreements with CARB and other necessary actions to receive additional funding to support the implementation of AB197 through the statutory term of the program; and
3) Implement and expend the funds in accordance with agreement G17-EIDG-06, AB197 and CARB requirements.
FUNDING: Funding authorized by Assembly Bill 197 from the California Air Resources Board.

The El Dorado County Air Quality Management District recommending the Board, acting as the Air Quality Management District Board of Directors, adopt and authorize the Chair to sign Resolution 176-2018 authorizing the acceptance of funding from the California Air Resources Board to implement the Emission Inventory District Grant Program, with estimated revenue of $18,267 for Fiscal Year 2018/19.
DISCUSSION / BACKGROUND
AB 197 added two members of the Legislature to the CARB governing board and established the Emission Inventory District Grant Program (EIDG). The EIDG program includes requirements that air districts must review and update their stationary source information in the California Inventory Development and Reporting System (CIEDARS) database. AQMD must review, verify and update the annual criteria and toxic pollutants emissions data for facilities with significant prioritization scores, cancer risk scores and/or acute/chronic indexes. AQMD must review the operational status of each facility currently in the database and remove those that are inactive or closed. AQMD must also determine whether any facilities should be added to the database and if so obtain, calculate and upload required information.
AQMD Specialist staff collect emissions inventory and related data during annual inspections. AQMD Engineers and source operators utilize emissions and related data to determine prioritizations, risks and indexes. In subsequent years, CARB may allocate additional funding for districts to continue performing these activities.
ALTERNATIVES
If the Board chooses not to adopt the Resolution, the District will be still required to perform the actions required by AB197 with the use of existing funding sources.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
The acceptance of this funding will allow the District to perform the tasks required by AB197 with little to no fiscal impact to existing District funding.
