Article IX of the Tahoe Regional Planning Compact created the Tahoe Transportation District (TTD) in 1980. TTD is a bi-state agency and has authority to implement the Region’s transportation plans, programs and projects. TTD may acquire, own and operate public transportation systems and parking facilities serving the Tahoe Region and provide access to convenient transportation terminals outside of the Region. It is the policy of the current Board of Directors to support the operation and growth of the existing local systems, and to fill the gap where services don’t exist. This gap approach also pertains to implementing capital improvements that lack any other sponsor or which cross jurisdiction’s boundaries. In general the District’s jurisdictional boundary correlates with that of the Tahoe Regional Planning Agency, but also extends beyond it for purposes of providing inter-regional transit linkages.

A Board of Directors representing the counties within the Region and the City of South Lake Tahoe originally governed the TTD. Article IX was amended by the states of California and Nevada in 1997 to provide for private sector representation on the Board, recognizing transit is a public-private partnership. Board membership now includes representation from the Basin’s two Transportation Management Associations, an at-large member representing transit providers, and representative of any special transit districts formed under California law. The California Department of Transportation (Caltrans) and the Nevada Department of Transportation (NDOT) each have non-voting members on the Board of Directors.
