Fiscal Impact/Change to Net County Cost:
Amended MSA-1 has no additional fiscal impact.
 
Background:
The County engaged in a cooperative State Agreement with AT&T (SBC Pac Bell) for the specified and discounted purchase of telecommunications services and products in 1999 (CALNET I).  The CALNET I agreement expired in December, 2008.  The County signed into a new cooperative State agreement with AT&T (CALNET II) on 10/28/2008 as approved by the Board.  (see item 26, 10/28/09)  
 
Reason for Recommendation:
Information Technologies intended to upgrade the County's internet services in FY 09-10 as part of our Strategic Plan to improve efficiencies throughout the County's infrastructure.  However, due to the possibility of a pandemic flu outbreak, IT feels it is in the best interest of the County to advance this ugrade now to accomodate the likelihood of increased internet traffic caused by a crisis or disaster condition.  
 
The current CALNET II, MSA-1 Attachment marked Exhibit A-2 details a list of services the County is authorized to order through AT&T.  At the time the Agreement was generated, Internet Service was omitted from this list in error.  IT is asking the Board to sign a revised CALNET II, MSA-1, Exhibit A-2, to give the County's IT department authorization to order additional or upgraded Internet services, at a discounted rate, through AT&T under the CALNET II contract.  All original terms and conditions of the CALNET II, MSA-1 remain unchanged and in full force and affect.  This amendment only adds the ability to order internet services.
 
 
Contract Term:
The term of the CALNET II agreement is 5 years with the option to extend for an additional two years.   The County's commitment would be to agree to obtain services exclusively from AT&T for a minimum period of two years.  At the end of the two year commitment period, the County may continue to utilize CALNET II through the end of the contract period of 5 years with the option to extend for an additional two years if desired.  Terminating services prior to the end of the two year commitment period could result in a penalty.  After the 2 year commitment, the County may cancel by providing a 30 day written notice of cancellation.
