Fiscal Impact/Change to Net County Cost:  No change.  
The total amount of federal funds payable by the State to El Dorado County under this Contract is $60,671.  The Budget Transfer incorporates $21,235 of this unanticipated Federal Stimulus funding into the FY 2008-09 budget within Fund 11-107-100 Aging Programs, Index Code 531301.  The remaining $39,436 is included in the Department's FY 2009-10 Budget Request.  Required ARRA match will be met with currently budgeted resources.
 
Reason for Recommendation:
Contract NS-0809-29 provides $60,671 in Federal Stimulus funds authorized by the American Recovery and Reinvestment Act of 2009 (ARRA) for provision of senior nutrition services, as defined by Title III C of the Older Americans Act, during the period April 1, 2009 through September 30, 2010.  This Contract is submitted for retroactive execution as it was not received from the State until April 17, 2009.   
 
ARRA Nutrition Stimulus funding may be used to backfill the loss of other city, county and State funds, and this new revenue source will offset State General Fund cuts to the Senior Nutrition Program.  Senior Nutrition congregate and home delivered meals services help individuals age 60 and over maintain their health and independence.  The resolution further authorizes the Area Agency on Aging Director, or successor, to administer Contract NS-0809-29 and execute subsequent documents relating to the contract, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the dollar amount or the term, and to sign required fiscal and programmatic reports.
 
Action to be taken following Board approval:
Board Clerk to process the Budget Transfer Request and provide Human Services at Briw Road with:
1) Three (3) certified resolutions.
2) Three (3) full copies and three (3) cover pages of Contract NS-0809-29 signed by the Chairman.
3) Two (2) Contractor/Vendor Confidentiality Statements signed by the Chairman.
4) One (1) copy of the signed Budget Transfer Request.
 
Human Services to distribute as appropriate and return one (1) fully executed copy of Contract NS-0809-29 to the Board Clerk.
