Background: California Department of Public Health (CDPH) provides funding via the National Bioterrorism Hospital Preparedness Program Local Funding Agreement that is intended to assist in preparedness for and response to bioterrorism, outbreaks of infectious disease, and other public health threats and emergencies. The purpose of this Amendment I to Agreement 756-PHD0508 with Marshall Medical Center and Amendment I to Agreement 755-PHD0508 with Barton Healthcare System is to fund training and assist with the purchase of a variety of items to be used in the event of a public health emergency. The training and equipment will enhance the hospitals' ability to deliver coordinated and effective care to victims of terrorism and other public emergencies.
Equipment and supplies purchased with the funds in these Agreements must be made available upon request to the Health Services Department - Public Health Division.
On March 30, 2009, the Health Services Department received notice from CDPH that all FY 2007-08 and FY 2008-09 unexpended funds as of August 8, 2009, are to be returned to the Federal Hospital Preparedness Program. The revised termination dates of these Amendments reflect the abbreviated time available for Marshall Medical Center and Barton Healthcare System to submit invoices to County and for County to process invoices and submit to the State for reimbursement.
Reason for Recommendation: Approval of this Amendment I to Agreement 756-PHD0508 and Amendment I to 755-PHD0508 will allow County to continue collaboration with Marshall Medical Center and Barton Healthcare System in preparation for public health emergencies, increase the compensation amounts so that all available funds can be spent this fiscal year, and reflecte the abbreviated time available for submission of invoices to the State.
Action to be taken following Board approval:
1. Board Chairman to sign three (3) Amendments I to Agreement 756-PHD0508, and three (3) Amendments I to Agreement 755-PHD0508.
2. Board Clerk's Office to return two (2) signed Amendments I to Agreement 756-PHD0508 and two (2) signed Amendments I to Agreement 755-PHD0508 to Department.
3. Department to distribute documents as appropriate.
