Fiscal Impact/Change to Net County Cost:  
Estimated annual revenue varies depending on use of services and is estimated to be $125,000 based on historical use. There is no Net County Cost associated with this Agreement.
 
Background:
Throughout California there is a shortage of acute inpatient psychiatric facilities.    For many years, Amador County has contracted with El Dorado County to access the Psychiatric Health Facility (PHF) services for residents requiring short term inpatient mental health services and has requested to continue these services.  El Dorado County retains the exclusive right to refuse referrals from Amador County if the PHF is unable to accommodate additional clients at any time.  Services provided at the PHF include psychiatrist services, clinical psychological services, nursing services, rehabilitation services, and use of outside resources where appropriate.
 
Reason for Recommendation:  
Approval of this agreement will allow Amador County to continue use of the El Dorado County PHF on a space-available basis for their residents who require inpatient treatment for psychiatric services.  This agreement provides revenue to the Department to offset the fixed operational costs of the PHF (required staffing levels and facility costs).
 
The term of this agreement commences July 1, 2008 and continues until terminated.  The agreement may be terminated upon seven (7) days written notice by either party without cause.  The previous agreement with Amador County included conflicting language regarding the term of the agreement which covered a period through June 30, 2008 but expired in October 2008.  Since October, the Department has been working with Amador County and El Dorado County contract staff to establish a new agreement that 1) incorporates a new daily rate structure that is consistent with State maximum allowable rates for inpatient services and more adequately reimburses the County for actual costs and 2) conforms to current County contract standards.  The agreement is submitted for retroactive approval due to the additional time required to incorporate these changes.

Department to provide signed contract to Amador County for execution.
