Fiscal Impact/Change to Net County Cost:   The Health Services Department's proposed FY 2009-10 budget for OTP includes $91,039 of State funding and $10,115 of proposed County General Fund match, for a total amount of $101,154.  The increase in available SACPA funding for OTP of $6,311 results in the need for an increase in County General Fund match of $702.  The increased funding and match will be addressed at the time of the FY 2009-10 Budget Addenda.
 
Background:    On September 6, 2006, the El Dorado County Board of Supervisors agreed, in concept, via agenda item 06-1489 to support the 10% General Fund match required by OTP.
 
On April 21, 2009, the Department received notice from the State that the SACPA Plan and the OTP work plan and budget application would be due to the State no later than May 21, 2009.  The Department is recommending that the Board approve these documents in order to ensure continuity of the SACPA funded Offender Treatment Program in El Dorado County that began serving clients in July 2001.  Throughout the ensuing years, the Program has followed the State Alcohol and Drug Program intent, as summarized below:
 
·      Under SACPA, first or second time non-violent adult drug offenders who use, possess, or transport illegal drugs for personal use will receive drug treatment rather than incarceration.  Implementation of SACPA has required a new model of collaboration between the criminal justice system and Health Services agencies to promote treatment as a more appropriate and effective alternative for illegal drug use.  SACPA was designed to preserve jail and prison cells for serious and violent offenders.
·      Enhance public safety reducing drug-related crime; and
·      Improve public health by reducing drug abuse through proven and effective treatment strategies.
 
Reason for Recommendation:  El Dorado County has been awarded a preliminary allocation of $97,350 from the California Department of Alcohol and Drug Program (CDADP) in support of the Offender Treatment Program, an increase of $6,311 from prior fiscal year.  OTP funds will be used by the El Dorado County Proposition 36 Program for:
 
·      Continued funding for offenders identified to require residential treatment services.
·      Continued funding of structured relapse prevention services for those offenders who enter and complete the treatment program.
·      Continued support of the Drug Court model, including dedicated court calendars, structured review of treatment progress, and collaboration among the Court, Probation Department, and Treatment Services.
·      Collaboration with Health Services Department - Mental Health Division to provide improved access to continuum of Mental Health services for those clients with co-occurring disorders.
 
Action to be taken following Board approval:
·      Board to approve and authorize the SACPA Plan and OTP work plan and budget application for FY 2009-10.  
·      The Health Services Department Alcohol and Drug Program Manager, authorized as the Lead Agency designee to sign the work plan and budget application certification, to submit SACPA Plan and OTP work plan and budget application for FY 2009-10 allocation.
