DISCUSSION / BACKGROUND

The Probation Department's service delivery model is built on an evidence-based practices framework, which has been proven through the scientific study of operant conditioning and social learning as an effective tool to influence behavior change in an offender population.  Training offered through Core Correctional Solutions, LLC focuses on the implementation of two proven evidence based programs, specifically Integrated Behavior Intervention Strategies (IBIS), and Motivational Interviewing (MI) which together are proven statistically to enhance an officer’s ability to effectively communicate and influence behavior change in the client population we serve.  These strategies, when employed with fidelity, are proven to positively impact recidivism in the offender population, thereby reducing victimization in the community.

 

For the past three years the Probation Department, through Core Correctional Solutions, has been providing IBIS training to all correctional staff and more recently, Motivational Interviewing.  In providing IBIS to staff, it was learned that the skills could be more effectively practiced when paired with MI as a foundational basis. The training provided by Core Correctional Solutions, LLC supports the Probation Department in our mission to provide public safety through collaborative partnerships and innovative practices in corrections with accountability and compassion.

 

Staff is requesting Board of Supervisors make findings that it is more ecomical and feasible to contract with Core Correctional Solutions for as-needed specialized training services. Effective Practices In Correctional Supervision (EPICS) was developed by the University of Cincinnati (UOC) to instruct and assist community supervision officers with applying the principles of effective intervention in conjunction with effective community supervision practices to include but not limited to translating actual risk assessment results, developing case plans that target and prioritize criminogenic needs, providing evidenced based interventions that reduce criminogenic factors, reducing non-criminogenic barriers (i.e. employment), and providing appropriate incentives or consequences for behavior.  Two of the primary researchers from UOC (Christopher Lowenkamp, PhD. & Melanie Lowenkamp, PhD.) created Core Correctional Solutions, LLC to provide consulting, training, and coaching in the techniques and philosophy of UOC EPICS program.  Core Correctional Solutions is currently the only entity that is qualified and able to provide these services for EPICS in community corrections in El Dorado County.  However, the Probation Department is currently working with Core Correctional Solutions in order to provide adequate training to specific Probation Staff to become trainers in EPICS and MI. The Department intends on being able to utilize these staff members to provide trainings to staff internally in the future.

FINANCIAL IMPACT

No change to Net County Cost. These services are included in the Probation Department’s FY 2018-19 budget.
