Community Development Services, Department of Transportation, recommending the Board consider the following:
1) Accept the Transportation Demand Management Grant award in the amount of $30,000 with the Sacramento Area Council of Governments for the Camino Traffic Circulation Implementation Pilot Program;
2) Approve and authorize the Chair to sign the Grant Agreement; and
3) Authorize the Department of Transportation Director to execute any future amendments or modifications that do not increase the awarded Grant amount of $30,000.
FUNDING: Sacramento Area Council of Governments (88.53%) and Economic Development (11.47%).

DISCUSSION / BACKGROUND
The Board of Supervisors requested the Community Development Services, Department of Transportation (Transportation) research and provide ideas for alleviating traffic during the peak Apple Hill season on four weekends in October. On June 12, 2018, Item 44, Transportation provided a presentation regarding Camino traffic circulation implementation strategies. Transportation staff then met on multiple occasions with California Highway Patrol (CHP), California Department of Transportation (Caltrans), Sierra Pacific Industries, El Dorado County Transportation Commission (EDCTC), and El Dorado County Transit Authority (Transit) and the Apple Hill Growers Association to formulate a plan. On August 28, 2018, Item 35, Transportation brought forth options for the Board to consider regarding a traffic implementation pilot program, which also included several funding options.
One of the funding options includes a Transportation Demand Management Grant (Grant) from the Sacramento Area Council of Governments in the amount of $30,000. SACOG is recommending award of this Grant to Transportation at it's Board meeting on September 20, 2018. Transportation has only received a template of the Grant (Attached) and has forwarded this to County Counsel for their review and approval. Due to the tight timeframes of recommending, awarding and signing the Grant and the Pilot Program beginning on October 6, 2018, Transportation is bringing this item forward prior to receipt of the partially executed Grant. Transportation will provide the Clerk of the Board with the partially executed Grant once received from SACOG.
ALTERNATIVES
The Board could choose to not approve and accept the Grant funds; however, this will impact the funding of this Pilot Program.

FINANCIAL IMPACT
There is no impact to Net County Cost associated with this item. Approval of the proposed Grant will allow Transportation to receive $30,000 in Grant funds to help with the costs of the Camino Traffic Circulation Implementation Pilot Program.
