District Attorney recommending the Board

1) Approve the use of Supplemental Local Law Enforcement Funds for the purchase firearm lighting, ballistic vests and hand held radios with software Licenses;

2) Approve and authorize the Chair to sign a budget transfer increasing revenue and appropriations within the District Attorney's budget by $111,600 (4/5 vote required); and

FUNDING: Supplemental Local Law Enforcement Funds.

DISCUSSION / BACKGROUND

The District Attorney has a need to update existing end-of-life equipment for the Investigations staff and is requesting to use Supplemental Local Law Enforcement Funds (SLESF) to purchase the following:

 

$4,000 for Firearm Lighting - Staff needs to be provided with proper tactical and safety equipment to perform any duty.  During a recent daytime active shooter training, DA Investigators were performing inner room searches in the dark and it was determined they did not have the proper lighting to safely conduct these types of searches.  The District Attorney is requesting to purchase 17 units at an estimated cost of $235.29 a unit.

 

$18,000 for Ballistic vests - Existing ballistic vests provided to staff are reaching the manufacturer's expiration date.  For the safety of staff, replacement vests are needed.   The District Attorney is requesting to purchase 19 units at an estimated cost of $947 a unit.

 

$84,000 for Tri-band radios - Many of the District Attorney's radios are more than 15 years old and are no longer compatible with the radios being used by other local Law Enforcement Agencies. The District Attorney is requesting to purchase 16 units at an estimated cost of $5,250 a unit.  The District Attorney is also requesting 16 radios be added to the Fixed Asset List.

 

$5,600 for Tri-band radio software license/maintence - The District Attorney will need to purchase software to make each radio compatible with the other Local Law Enforcement Agencies.  The District Attorney is requesting to purchase 16 licenses at an estimated cost of $350 a license.

 

Per Government Code 30061-30063, moneys allocated from a Supplemental Law Enforcement Services Account (SLESA) to a recipient entity shall be expended exclusively to provide front line law enforcement services.

FINANCIAL IMPACT

There is no change to Net County Cost. The funding for the requested expenses will increase the overall revenue and expense appropriations of the District Attorney's budget.

Clerk of the Board to forward executed budget transfer to the Auditor Controller's Office.
