DISCUSSION / BACKGROUND

Over the last several years the state has been moving towards evidence based practices as the standard for programs and services. The Probation Department has procured the services of Noble Software for juvenile and adult risk assessments using Dynamic Risk Assessment, Positive Achievement Change Tool (PACT), PACT-pre assessment tools, and Static Risk and Needs Assessment (SRNA), all of which are evidence based. These fully validated assessment tools provide a foundation to address offenders' needs based on risk of reoffending and addresses the underlying criminogenic needs to make sustainable behavioral changes for each offender while also providing a more consistent process to address offender’s needs. The Noble View software is also used for data collection and reporting requirements.

Staff is requesting Board of Supervisors make findings that it is more economical and feasible to contract with Noble Software Group, LLC for access to proprietary cloud-based software and as-needed specialized training services. Noble Software Group, LLC provides leading software in assessment tools and case planning tools in addition to training and service to ensure successful implementation. Due to the specialized services this vendor provides, the Probation Department is currently unable to provide these services internally. Based on the ongoing need for these services, it is necessary to continue to contract with Noble Software Group, LLC for the specialized software and training they provide.  Agreement 3408 with Noble Software Group, LLC is for a three year term and a maximum contractual obligation of $117,607. Prior to the end of this agreement staff will review and reassess the best method to deliver these services for assessment tools, software, and training.

FINANCIAL IMPACT

No fiscal impact or change to Net County Cost as these services were anticipated and included in the Probation Department FY 2018-2019 proposed budget.

1. Chair to sign two (2) originals of of Agreement 3408.

2. Board Clerk’s Office to return one (1) original of Agreement 3408 to Probation for distribution to vendor.
