DISCUSSION / BACKGROUND:

On January 29, 2018, effective January 1, 2018, The California Department of Public Health (CDPH) awarded the El Dorado County Local Oral Health Program Grant #17-10689 (Grant) to the County of El Dorado Health and Human Services Agency (HHSA) for the purpose of providing activities that support the state oral health plan; build capacity at the local level for the facilitation and implementation of education, prevention, linkage to treatment, surveillance; and case management services in the community.

 

As part of the grant application process, HHSA included the intent to sub-award funds to the Community Partner currently operating the dental van, El Dorado County Community Health Center (EDCCHC), which was approved by the grantor CDPH.  EDCCHC is the only organization within the County that currently operates a mobile dental program clinic (Clinic).  The Clinic specifically serves school-aged youth and offers oral health education, screenings, exams, x-rays, cleanings, fluoride treatments, fillings, and emergency dental care regardless of ability to pay.  The Clinic currently lacks sufficient equipment to meet the needs of the community.

 

As a sub-recipient of the Grant, EDCCHC proposes to purchase portable dental equipment to facilitate expansion of the Clinic and support the addition of portable on-site dental education and preventive services.  The sub-award will help accomplish El Dorado County’s Local Oral Health Program goals and objectives.  Additionally, EDCCHC will serve as a participant on an advisory committee; assist with a County needs assessment and oral health improvement plan; and help establish a communication framework for oral health partnerships within the County.  EDCCHC and its Clinic will play a role throughout the term of the Grant (2018-2022) in prevention efforts.  The EDCCHC mobile dental program is expected to remain the only mobile oral health program in the County.  Mobile and on-site portable capabilities are critical to overcoming geographic barriers, a common factor impacting the underserved, including rural populations in El Dorado County.

 

ALTERNATIVES:

Should the Board decline to authorize the attached funding agreement, the Local Oral Health Program would need to submit a revised plan to CDPH, as their ability to meet all of the deliverables in the Grant agreement depends partially on the allocation of funding for this healthcare community partner.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient Grant funded appropriations were included in the fiscal year 2018-19 budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original Funding Agreements 3391.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
