DISCUSSION / BACKGROUND
State subvention funding is distributed to counties that establish and maintain a county Veterans Service Officer on a pro rata basis under the California Military and Veterans Code (CMVC) Section 972.1. For Fiscal Year (FY) 2018-19 this is budgeted at $59,000, an increase of $5,000 from FY 2017-18.

The California Department of Veteran Affairs obtains federal matching funds to contribute toward the salaries and expenses of County Veterans Service Officers on a pro rata basis for Medi-Cal related activities under CMVC Section 972.5. The anticipated amount for FY 2018-19 is $4,143, a decrease of $3,224 from FY 2017-18 at $7,367.

Under CMVC Section 972.2, the County receives revenue from special interest license plate fees which are deposited in a special revenue fund. For FY 2018-19 this amount is budgeted at $18,000 and is proposed to be used to support extra help staffing in the Veterans Program.

ALTERNATIVES
Should the Board decline to approve action item #1, the funding for the County Veterans Service Officer would be reduced by $63,143. Should the Board decline to approve action item #2, the County would lose revenue from special interest license plate fees as budgeted in the amount of $18,000.
