DISCUSSION / BACKGROUND

On May 2, 2000, the Board authorized the signing of an agreement with the Placerville Rotary Club for the use of County property, behind Building C, for the construction of a skatepark.  On June 6, 2000, the Board approved a site change, and subsequently located the skatepark at the County Fairgrounds.

 

When the Placerville Rotary Club completed construction of the skatepark, the Board of Supervisors provided direction to the Parks and Recreation staff to involve the El Dorado County Youth Commission on the management of the skatepark (action on November 9, 2004).  On February 22, 2005, the Youth Commission held a Forum to compile the results of a survey completed by 750 users, ages 11-18, and adults, ages 19-35, on the use of the skatepark.  A report was completed and the Youth Commission presented it to the County Parks and Recreation Commission on March 2, 2005, recommending the formation of a committee to oversee the issues and concerns regarding park use, safety and public awareness.  The Parks and Recreation Commission passed a motion to support the recommendations by the Youth Commission and recommended the Board of Supervisors create and appoint a Skatepark Advisory Committee (Committee). 

 

On March 8, 2005, the Youth Commission presented the outcome of a forum, the report, and recommendations to the Board of Supervisors.   The Board approved the formation of the Skatepark Advisory Committee on March 29, 2005, directing the Committee to meet monthly, be advisory to the Board of Supervisors and fall under the administration of the El Dorado County Department of General Services, Airports, Parks & Grounds.  The twelve member committee would consist of two Youth Commissioners, two skateboard riders, two BMX riders, one representative from the El Dorado County Parks Commission, one representative from the El Dorado County Fair Association Board of Directors, one representative from the City of Placerville Police department, one representative from the City of Placerville Parks and Recreation, one member of the Placerville Rotary Club and one parent of a youth who uses the park.   Applications were received and the Board made the appointments. 

 

The Committee met as the Board directed, playing an integral role in the development of the County Skatepark Ordinance No. 4953, Skatepark Rules and Regulations, Agreement #222-0410 for the Operation of Placerville Skatepark between, the County of El Dorado, El Dorado County Fair Association and the Rotary Club of Placerville.  However, draft by-laws for the Committee were completed but never ratified.  The Committee continued to meet through May of 2012, with no further meetings being scheduled.  The Committee has been inactive since that time.

 

The Park's Division recommends that the Board dissolve the Skatepark Advisory Committee at this time. Parks also recommends that any issues regarding the skatepark be referred to the Parks and Recreation Commission for review, and if warranted, appoint an ad-hoc committee to return to the Commission with any findings and/or recommendations.

 

ALTERNATIVES

The Board could not take staff’s recommendation and continue the Committee. However, the committee has not met since May of 2012.

There is no financial impact as the Committee members were uncompensated, per Board direction.
