DISCUSSION / BACKGROUND:

The County of El Dorado has an obligation to provide eligible County residents with access to designated mental health services, including twenty-four (24) hour residential treatment services in accordance with Welfare and Institutions Code Section 5600 et seq. and pursuant to applicable laws and agreements with the State of California. Willow Glen Care Center is a residential care facility licensed by the State of California that provides various levels of care ranging from adults with mental health conditions who need assistance in developing skills to maintain placement in less restrictive levels of care, to mentally ill adults who are unable to maintain traditional residential placement because of persistent behavioral problems.

 

The work performed under this Agreement requires a residential treatment facility, which the County does not have at this time.  Therefore, it is more economical and feasible to engage an independent contractor to provide residential treatment services.

 

Upon execution of this Agreement #3422, the current Agreement #800 will be automatically terminated to avoid any overlap in Agreements.  This action is included in the fifth (5th) recital of Agreement #3422.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

HHSA has budgeted sufficient appropriations in fiscal year (FY) 2018-19 to ensure availability of care at this level of service, and will include said services in the annual budget for each year of this Agreement.  HHSA has contracted with multiple residential treatment care facilities, along with Willow Glen Care Center since at least 2010, to ensure availability of services for County residents in need of this level of care. The current Agreement #800 expires 12/31/18 and has a maximum obligation of $1,050,000 for the five-year term.  This renewal Agreement #3422 is also for a five-year term, with a maximum obligation of $2,500,000, an increase of $1,450,000 based on trending of historical usage.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain signature of Chair on two (2) original Agreements for Services #3422.

2) Forward one (1) fully executed document to HHSA-Contracts Unit, 3057 Briw Road, Placerville for further processing.
