Fiscal Impact/Change to Net County Cost:  None.  The Sheriff's FY2009/10 budget has appropriated funding for these services and will continue to budget for these services through FY2011/12.
 
Background: The Sheriff's Coroner Division in Placerville and South Lake Tahoe has historically contracted for pathology services.  William J. Gilles, M.D. of Placerville has provided general pathology services countywide for a number of years.  This Agreement provides clinical autopsies, collecting toxicology, reviewing charts and general assistance to Coroner Detectives regarding Coroner cases.
 
On July 29, 2008, agenda item 08-1074, the Board approved agreement 110-S0911 with William J. Gilles, M.D.  At that time the purchasing department coordinated an outside review of Dr. Gilles qualifications to perform the needed services.  The outside review concluded that Dr. Gilles has demonstrated the ability to perform the work based on prior experience, has the required qualifications and has the availability to meet the needs of the Sheriff's Department.
 
At the same time it was determined that it was appropriate to dispense with any competitive selection process for services performed by Dr. Gilles as the Department confirmed that this consultant is the most qualified, skilled, able and competent to perform the work. Additionally, there are no other firms located within El Dorado County to provide pathology services.
 
Reason for Recommendation:  Based on the information noted above, the Department is requesting to continue using the services of Dr. Gilles.  The current contract will expire on 07/31/2009.
 
Action to be taken following Board approval:  The Chair will sign the Agreement.
