Fiscal Impact/Change to Net County Cost:
There will be no increase to net county cost.  Probation will fund the $1,171 out of existing appropriations proposed in the Juvenile Detention Facilities FY 09/10 budget.
 
Background:
The Juvenile Accountability Block Grant (JABG) Program, administered at the federal level by the Office of Juvenile Justice and Delinquency Prevention  (OJJDP), supports state and local efforts to reduce juvenile crime through programs that focus on offender accountability (Public Law 107-273).  As California's administering agency for this federally funded program, the Corrections Standards Authority (CSA) will distribute the 2009 annual allocations to those localities meeting the federal funding threshold to receive direct allocations.  The grant year will cover July 1, 2009 through June 30, 2010.  Under this grant program, El Dorado County is eligible for an allocation of $10,536.00 with a required match of 10% ($1,171.00), and a total project cost of $11,707.00.
 
Reason for Recommendation:
On 05/13/2008, the Board approved Resolution #117-2008, #08-0670, item #8, allowing General Services to apply and be awarded, JABG funding for a Capital Improvement Project (CIP) which included the purchase and installation of security equipment required in the El Dorado County Juvenile Detention Facilities (JDF).  The CIP increased the number of security cameras from four (4) to sixteen (16) at the Juvenile Hall, added an additional five (5) cameras at the Juvenile Treatment Center, and included other related security improvements.
 
The current viewing equipment is now inadequate to accommodate the additional camera views on one monitor.  Probation is proposing the purchase and installation of five (5) TV/Monitors to be located in the two Juvenile Detention Facilities' Control Rooms, the two JDFs' Superintendent's offices, and one screen location on the West Slope available to the Chief Probation Officer.  Each screen will accommodate the additional camera views used to monitor juveniles in the facilities.   
 
The goal of this project is to maintain the safety and security of both juveniles and the staff at the Juvenile Detention Facilities.  The proposed project will help ensure County compliance with Title 15 mandates.  
 
Probation staff has discussed the feasibility of this project and the time constraints put in place by CSA.  The project can be completed by the June 30, 2010 deadline.
 
Action to be taken following Board approval:
1.  Chairman to sign Resolution.
2.  Clerk of the Board to provide two certified originals of said Resolution to Probation.
3.  Chief Probation Officer, or successor, will sign and submit the JABG Direct Allocation Application, the certified Resolution, and any amendments thereof to CDCR/CSA.
4.  Following award of the grant by CSA, Probation will return to the Board with the appropriate budget transfer to increase Revenue and Appropriations, and modify the Department's Fixed Asset listing to include the addition of five (5) TV/Monitors for the Juvenile Detention Facilities' Security Surveillance System
