Fiscal Impact/Change to Net County Cost:
The funding source will vary dependent upon which Capital Improvement Program (CIP) project is supported by the services of this Agreement.  In general, the CIP is funded with the 2004 General Plan Traffic Impact Mitigation TIM Fee program (TIM) and State and Federal Grant Funds. There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
The Department requires specialized professional design geotechnical and geological engineering services in support of CIP projects.  Services shall include, but not limited to, groundwater investigations, slope stability analysis, subsurface exploration, core sampling and logging, geological field mapping and technical report preparation.  
 
Consultant shortlists were created from the Department of Transportation's 2007 Professional Services RFQ for various specialties.  Taber Consultants, Inc. (Taber) was selected from Category 3C, Geotechnical Engineering services, as the best fit for the services required.  Taber has extensive experience in bridge foundation, roadway design evaluation, earth materials and subsurface/geological conditions.   
 
The Department is recommending that the Board make findings pursuant to Article II, Section 210b, (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County job classifications.
 
Concurrence:  
The Purchasing Agent reviewed the Department's request to process an agreement with Taber Consulting, Inc. for geotechnical services and concurs that a competitive selection process occurred and that the selection process has not expired.  The outside reviewer concurs that the vendor is qualified and able to perform the services required. This Agreement is in accordance with the requirements of the Board of Supervisors Purchasing Policy C-17, Section 7.5.   
 
The El Dorado County Employees Association, Local #1 has been informed of this proposed Agreement.  
 
Action to be taken following Board approval:
1.  The Chairman will sign two (2) originals of Agreement for Services # AGMT 09-52636 with Taber Consultants, Inc.
2.  The Board Clerk will forward one (1) original of the fully-executed Agreement to the Department for further processing.
