Fiscal Impact/Change to Net County Cost: None. The increase in revenue will offset the increase in salary/benefit & overtime costs to enhance narcotic investigations on USFS lands.

Background: On 03/03/2009, your Board approved the FY2009 Financial and Operating Plan for Controlled Substance Operations and Cooperative Patrol with the US Department of Agriculture, USFS, and the Sheriff's Office. At that time, the USDA had appropriated $5,000 toward controlled substance operations and investigations of narcotic activities on USFS lands.

Reason for Recommendation: On April 2, 2009, the Sheriff received written notification from the USDA that they had received additional funding and wanted to increase the Controlled Substance Operation agreement from $5,000 to $20,000 for the period covering 10/01/2008 through 09/30/2009.

Action to be taken following Board approval: The Board Chair and the Sheriff will sign the modification to the 2009 Operating and Financial Plan for Controlled Substance Operations Cooperative Agreement #08-LE-11051360-002; Sheriff and CAO staff will appropriate the additional $15,000 in revenue and expenditures in the Sheriff's FY2009/10 budget during the budget addenda process.
