DISCUSSION / BACKGROUND

The Department of Transportation (Transportation) proposes to remove and replace the existing functionally obsolete bridge on Newtown Road at the South Fork of Weber Creek.  The simple span bridge was built in 1929.  A 10 foot wide by 7 foot tall squashed steel culvert was added to the upstream end of the bridge in 1950 to allow for another lane of traffic to pass over the creek.  The Newtown Road at South Fork Weber Creek Bridge Replacement Project (Project) proposes to replace this outdated, nonstandard, hydraulically insufficient bridge/culvert system with a new precast concrete arch structure.  The Project has completed the environmental phase and Transportation is beginning the design phase.  Construction is anticipated to being in 2020.

 

In July 2018, at the request of Transportation, the Procurement and Contracts Division of the Chief Administrative Office issued Request for Proposal (RFP) 19-961-001 for structural design and geotechnical support services.  The RFP was sent to seven (7) firms and one (1) proposal was received.  The Project is receiving federal funding and guidelines from the California Department of Transportation (Caltrans) that state that if only one proposal is received, a Public Interest Finding (PIF) request must be completed and approved.  Transportation submitted this request and Caltrans determined that the RFP should be re-advertised to a larger pool of consultants.  In September 2018, RFP 19-961-024 was issued.  The RFP was sent to 15 firms and was posted on the County website.  Again, one (1) proposal was received.  The proposal was from Drake, Haglan & Associates, Inc., and was evaluated with a high score by the panel.  The PIF request was sent to Caltrans and has been approved. 

 

Transportation recommends the Board make findings in accordance with Section 3.13.030 of the El Dorado County Ordinance that it is more economical and feasible to engage an independent contractor for structural engineering and geotechnical support services because there are specialty skills and qualifications required for the work to be performed under this Agreement that are not expressly identified in County classifications and the work to be performed is not sufficient to warrant the addition of permanent staff.  The disciplines required for the services to be performed include structural engineering skills and construction support, as well as performing independent checks of bridge calculations and quantities; peer reviews of bridge plan sets; review and consultation of structure type selection and constructability/staging; preparing and/or reviewing structural calculations, plans, specifications and estimates; geotechnical engineering and consultation, including field investigation, geological reconnaissance and field mapping; soil testing, sampling, soil drilling and borings, slope stability analysis, scour analysis, and preparation of draft and final reports.

 

The El Dorado County Employees Association, Local #1, has been informed of the proposed Agreement.

 

ALTERNATIVES

The Board could choose to not approve the Agreement.  Transportation would make changes as requested and return to the Board for approval.  This would increase the cost of the Project and delay delivery.

FINANCIAL IMPACT

This item will not result in any change to net County cost.  The Project is included in Transportation’s adopted 2018 CIP, which was approved by the Board on June 26, 2018 (Item 61).

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Agreement.

2) The Clerk of the Board will forward one (1) fully-executed original of the Agreement to Community Development Services, Administration and Finance Division, Contracts and Procurement Unit, for further processing.
