Fiscal Impact/Change to Net County Cost: None. This letter of support has no financial implication to the County.

Background: New Morning Youth and Family Services has provided temporary shelter, professional counseling, and family reunification services to nearly 3,000 runaway, throwaway and homeless youth since 1991. Over the past twelve years New Morning has received funding through the Department of Health & Human Services via a Basic Center Grant, and is applying this year for an additional three-year grant.

New Morning has a proven and successful track record of providing shelter, counseling and assistance to runaway and homeless youth in the community, providing the highest quality care to our at-risk youth and their families. In addition, New Morning has worked closely with both the Public Health and Mental Health Divisions of the Health Services Department for many years, and has proven to be a dedicated and professional partner in the provision of services to this population.

New Morning’s receipt of this grant funding will allow the organization to continue providing these much-needed services to the County at-risk youth.

Reason for Recommendation: Board of Supervisors Policy A-5 - Grant Endorsements for Non-County Agencies, requires Departments to obtain approval from the Board prior to providing endorsement for non-county grant applications.
