This document is a planning tool to meet federal and state requirements.   Actual CSBG funding continues to be linked to a budgetary and contract process.  
 
Reason for Recommendation:
The Board of Supervisors is the governing board of the El Dorado County Community Action Agency for provision of Community Services Block Grant (CSBG) services to low-income residents of the County.  Human Services is the County department designated to administer Community Action activities. The California Department of Community Services and Development requires all community action agencies to submit a Community Action Plan (CAP) every two years.
 
This is a planning document that outlines proposed activities and constitutes an application for funding that must be submitted six months prior to the beginning of the next Community Services Block Grant (CSBG) funding cycle, which commences January 1, 2010. The CAP defines an integrated service delivery system and is required by the state and federal governments for receipt of CSBG funds, which represent core funding for administration of the Department's low-income, aging and adult services. The CAP addresses goals, program activities and outcome measures that closely reflect the ongoing activities of the Department of Human Services, which are approved through separate contract processes throughout the year.  
 
On May 29, 2009, subsequent to DHS development of the CAP, CSD revised the format in which outcome measures will be reported and are presented in the CSD 801 portion of the CAP, including expanded detail relating to National Performance Indicators, and is requiring that this portion of the CAP be updated to reflect these changes prior to submittal of the CAP to CSD by June 30, 2009.  The changes do not affect service levels or the manner in which services are provided. The required Public Hearing was conducted on May 27, 2009, and the El Dorado County Community Action Council approved the 2010-2011 CAP at their regular meeting on that date.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road with two (2) copies of the cover sheet signed by the Chairman for submittal of the 2010-20011 Community Services Block Grant Community Action Plan to CSD by June 30, 2009.
Human Services to provide the Board Clerk with a copy of the final CAP updated to reflect changes to the CSD 801 outcome measure reporting section.
