DISCUSSION / BACKGROUND:
For over a decade, Health and Human Services Agency (HHSA), Public Health Preparedness Program, has been partnering with Barton Healthcare System (Barton) to improve Barton’s ability to deliver coordinated and effective care in the event of a disaster. HHSA successfully applied for and received monies through the California Department of Public Health (CDPH) Hospital Preparedness Program (HPP) local funding grant and is named as the Fiscal Agent for management of these grant funds.

Barton is a healthcare coalition member in the Emergency Preparedness & Response’s Preparedness Workgroup. They have identified needs that fall within the scope and purpose of the HPP grant that will allow them to be better prepared for a bioterrorism event or other major medical emergency and said HPP grant provides funding to meet those needs.

ALTERNATIVES:
The Board could decline to authorize the funding agreement whereupon the Emergency Preparedness & Response program would need to submit a modified work plan to the State removing the allocation of funding for this healthcare coalition member.
