Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Funding Agreement 3620 with Barton Healthcare System, to support the operation of the Public Health Hospital Preparedness Program, with an effective date commencing upon execution through June 30, 2019, with a maximum funding amount of $3,700; and
2) Authorize the Director of Health and Human Services to execute further documents relating to Funding Agreement 3620, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: California Department of Public Health, Hospital Preparedness Program funding grant.

DISCUSSION / BACKGROUND:
For over a decade, Health and Human Services Agency (HHSA), Public Health Preparedness Program, has been partnering with Barton Healthcare System (Barton) to improve Barton’s ability to deliver coordinated and effective care in the event of a disaster. HHSA successfully applied for and received monies through the California Department of Public Health (CDPH) Hospital Preparedness Program (HPP) local funding grant and is named as the Fiscal Agent for management of these grant funds.
Barton is a healthcare coalition member in the Emergency Preparedness & Response’s Preparedness Workgroup. They have identified needs that fall within the scope and purpose of the HPP grant that will allow them to be better prepared for a bioterrorism event or other major medical emergency and said HPP grant provides funding to meet those needs.
ALTERNATIVES:
The Board could decline to authorize the funding agreement whereupon the Emergency Preparedness & Response program would need to submit a modified work plan to the State removing the allocation of funding for this healthcare coalition member.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. This is a Funding Agreement which serves as a pass-through to Barton to support the operation of the Public Health Hospital Preparedness Program.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board to obtain signature of Chair on two (2) originals of Funding Agreement 3620; and
2) Clerk of the Board to return one (1) fully executed Funding Agreement 3620 to the HHSA Contract s Unit at 3057 Briw Road, Placerville, CA.
