DISCUSSION / BACKGROUND:

On June 20, 2017, (File ID No 17-0551, Agenda Item 33) the Board of Supervisors approved the adoption of the County’s Mental Health Services Act Three-Year Program and Expenditure Plan, covering Fiscal Years (FY) 2017/18 - 2019/20.  Additionally, on June 26, 2018, (File ID No: 18-0874, Agenda Item 47) the Board authorized the implementation of the MHSA FY 2018-19 Annual Update through June 30, 2019

 

The proposed Agreement for Services 3582 with Stanford Youth Solutions (SYS) fulfills two projects in the Fiscal Year 2017/18 - 2019/20 MHSA Plan: (1) Community Services and Supports component/ Children’s Full Partnership project and (2) Prevention and Early Intervention component/Foster Care Continuum project

 

SYS will provide Parent Partner, and Youth Advocates (collectively, “Peer Partners,”) and Peer Partner Supervisors who will be embedded in the Child Welfare Services (CWS) units on both slopes.  The peer partners have personal experience participating in the child welfare services system as a consumer and/or as a parent/caregiver.  Therefore, the peer partners provide “lived experience,” and it is expected that their services will complement services provided by CWS.  It also is expected that the services will enhance HHSA CWS client compliance with the CWS case plans, thereby increasing successful family reunification and/or permanency.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement 3582 with Stanford Youth Solutions.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would not have a provider for peer partner services which would limit HHSA’s capacity  to comply with the approved MHSA Plan.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

This Agreement for Services utilizes Mental Health Services Act, State and Federal funding.  Funds have been allocated for this Agreement in fiscal year 2018-19, and will be continue to be allocated in future fiscal years for the duration of the Agreement. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 3582.

2) Clerk of the Board to return one (1) fully executed Agreement to HHSA Contracts Unit at 3057 Briw Road.
