Title

Health and Human Services Agency recommending the Board:

1) Approve and authorize the Chair to sign Amendment I to Agreement for Services 379 (192-S1711) with WellSpace Health, for the provision of alcohol and drug treatment services, increasing the total maximum contractual obligation by $205,000 for a new maximum obligation of $325,000, with no change to the term;

FUNDING:  50% State and Realignment, 50% Federal.  Funding sources are AB 109 Treatment Services, Drug Court Treatment Services, Alcohol and Other Drug Counseling and Treatment Services, and Mental Health Services Act.

DISCUSSION / BACKGROUND:

Health and Human Services Agency (HHSA) receives funding under an agreement with the California Department of Health Care Services (DHCS) for the provision of Substance Use Disorder prevention and treatment, which mandates HHSA to make substance abuse services available to Medi-Cal beneficiaries.  Approval of this Agreement for Services will enable HHSA to continue to meet the service demands of the community, while also providing the service levels mandated by the funding agreement.

 

In accordance with the Mental Health Services Act (MHSA) Fiscal Year 2018-19 Annual Update/Community Services and Supports component, this Amendment I adds MHSA funding for the provision of residential substance use disorder treatment services for clients referred by Mental Health for Substance Use Disorder Treatment when those services align with a client’s Treatment Plan.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement 379 (192-S1711) with WellSpace Health.

 

ALTERNATIVES:

Disapproval of Agreement for Services 379 (192-S1711) will result in difficulty meeting the service demands of the community, may disrupt the progress and continuity of care for clients currently receiving services from WellSpace Health, and may result in an inability to provide the service levels mandated by the funding agreement.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

The increase of $205,000 will be paid from the referring program, based on client eligibility, MHSA, State/Realignment and Federal funding.  No General Fund dollars are used for services.

Sufficient appropriations were included in the fiscal year 2018-19 budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) originals of Amendment I to Agreement for Services 379 (192-S1711); and

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
