DISCUSSION / BACKGROUND

In FY 2015-2016 HHSA- Mental Health Division notified Probation that they intended to eliminate all services to the Probation Juvenile Detention facilities.  Based on the ongoing need to provide service to this population of youth, it became necessary to engage an independent contractor. HHSA determined, in accordance with County Ordinance Section 3.13.030, that it is more economical and feasible to engage an independent contractor for therapeutic counseling and substance abuse services on an as-needed basis.

 

Prior to entering into this original agreement an outside review was completed by HHSA Administrative Services Officer Kathy Lang. The review determined that the services were similar to services currently being provided by contract to the HHSA Social Services Division and that Tahoe Youth and Family Services was capable of providing the services requested in this agreement.

 

Probation maintains agreements with multiple vendors, including Tahoe Youth and Family Services, for the provision of therapeutic counseling and related services to ensure that clients can be referred on an “as requested” basis to receive necessary, and in some cases, Court-mandated services from the most appropriate and conveniently located vendor.  Choice of vendor is based upon the specific needs of each individual client.

 

Tahoe Youth and Family Services has provided services to youth in custody with the Probation Department since 2006. Tahoe Youth and Family Services provide "Program Therapist(s) or Alcohol and Other Drug Counselor(s)" for counseling, services and support to the Probation Department Juvenile Detention Facility in South Lake Tahoe.  Counseling services include individual and group counseling, family reunification services, life skills, moral reconation therapy, drug and alcohol counseling, anger management and crisis response.

 

Amendment III will increase the amount available for existing services as well as allow additional services to out of custody youth to benefit from counseling services on an as-needed basis in our efforts to implement evidence-based principles to our juvenile offenders to help bridge the gap of services for this population.  Of the $81,141,95, the amount requested for expanded services is $20,750, approximately 5% of the agreement amount.  The current agreement will expire on June 30, 2019. 

 

Based on the needs of Tahoe Youth and Family Services counseling, Amendment III will increase the not to exceed amount to from $319,000.00 to $400,141.95, which will allow for counseling services of in custody youth as well as out of custody youth until the term of the agreement of June 30, 2019.  As the need for these services will be ongoing, the department will seek a new agreement beginning July 1, 2019.  Prior to the request for a new agreement, department staff will evaluate the need for services to out of custody youth and determine if those services should be included in the new agreement.

 

 

ALTERNATIVES

Disapproval of Agreement for Services 043-S1711 Amendment III will result in difficulty meeting the service demands of the community, as well as disrupt the progress and continuity of care for clients currently receiving services from this vendor.

CAO RECOMMENDATION / COMMENTS

Approve as recommended, noting that this represents a trial expansion of services through the end of the fiscal year. If the department determines that such services should be continued in the next fiscal year, it will  need to identify a funding source for those costs.

 

FINANCIAL IMPACT

There is no fiscal impact to Net County Cost associated with this amendment, the Department will utilize expenditure savings.

1.  Clerk of the Board to obtain the signature of the Chair on two (2) originals of Agreement 043-S1711 Amendment III.

2.  Clerk of the Board to return one (1) fully executed Agreement to Probation at 3974 Durock Road, STE 205, Shingle Springs.
