DISCUSSION / BACKGROUND
A request has been submitted by Diana Kleary and Michael Kleary, owners of Assessor's Parcel Numbers (APNs) 123-660-011 and 123-660-012, requesting that the County of El Dorado, Board of Supervisors, vacate a portion of the public utility easements located on the subject parcels. Said easements are more particularly described in Exhibit A, and depicted on Exhibit B of the attached Resolution. This property is in the community of El Dorado Hills.

The public utility easements, as shown on Lots 167 and 168 of "Serrano Village K1 & K2 - Unit 5B", recorded in Book K of Subdivisions at Page 3 was offered to the County of El Dorado by, Serrano Associates, LLC a Delaware Limited Liability Company, on September 15, 2016. The easements were acknowledged and accepted by the County of El Dorado on December 6, 2016 and the Subdivision Map recorded on December 19, 2016.

ALTERNATIVES
The Board could choose to not adopt a Resolution of Vacation for Abandonment of Easement 19-003. By utilizing this alternative, the owner of Assessor's Parcel Numbers 123-660-011 and 123-660-012 would be unable to pursue any development that would impact this easement.

PRIOR BOARD ACTION

OTHER DEPARTMENT / AGENCY INVOLVEMENT
AT&T, Comcast, El Dorado Irrigation District, and Pacific Gas & Electric have not used said easements for the purpose for which they were dedicated and find no present or future need exists for subject easements and do not object to their vacation, and to that end, have all issued letters to that effect.

It is recommended that the Board approve this item.
