FUNDING:   100% State Funding - Mental Health Services Act.

DISCUSSION / BACKGROUND:

In 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), which designates funds to provide a broad continuum services, including community services and supports, prevention and early intervention services, capital facilities and technology, innovation projects, and workforce training.  MHSA requires county mental health programs to develop Program and Expenditure Plans  every three fiscal years  On June 20, 2017, the Board approved El Dorado County’s MHSA Three-Year Program and Expenditure Plan covering fiscal years 2017-18 through 2019-20 (File ID: 17-0551, Agenda Item No. 33). 

 

Prevention and Early Intervention (PEI) is one of the several components of the County’s MHSA Three-Year Plan that addresses the community’s mental health needs.  Parenting Skills is a project of PEI, and to implement the project, the County contracts with New Morning Youth and Family Services, Inc. (New Morning) in Agreement #16.

 

This Agreement with New Morning is due to expire on June 30, 2019; however, the Parenting Skills project is being continued through the final fiscal year of the County’s MHSA Three-Year Plan.  Therefore, Amendment 1 updates the scope of services language, increases the maximum obligation, and extends the term through June 30, 2020 to align with the end date of the current MHSA Three-Year Plan.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  The Health and Human Services Agency (HHSA) has documentation on file that such a review was performed for Agreement #16 with New Morning.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would continue to provide the services through existing contracts, but HHSA’s ability to offer the specific services contained in this Agreement will be limited.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

This Amendment will extend the existing Agreement, which continues to be funded with MHSA funding.  There is no net County cost associated with this Amendment, and appropriate funds have been budgeted for fiscal year 2018-19 and will continue to be budgeted for the remainder of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendments 1 to Agreements for Services #16 (006-S1811).

2) Clerk of the Board to return one (1) fully executed Amendment to the HHSA Contracts Unit at 3057 Briw Road.
