Library Department recommending the Board approve and authorize the Director of Library Services to sign Memorandum of Understanding 3921 between NorthNet Library System and County of El Dorado for a term of five years beginning July 1, 2019 and ending June 30, 2024 to participate in and implement the Link+ resource sharing system at a cost not to exceed $83,896.

DISCUSSION / BACKGROUND
The Link+ resource sharing system is a product of Innovative Interfaces, Inc. Link+ replaces traditional interlibrary loan done through the intervention of a staff person to search and order an item from another library. Instead, Link+ allows library patrons who are logged onto their library account to request a book (and other materials) from any of the over seventy participating public and academic libraries in California and have it delivered to their home library for checkout. Libraries in our region as big as Sacramento Public Library and as small as Amador County Library are members of Link+. Libraries using Link+ are able to serve the unique needs of their users without incurring the cost of purchasing and processing library items.
California public libraries engaged in cooperative efforts with neighboring libraries are supported through the Communications and Delivery Program of the California Library Services Act (CLSA), specifically designed to assist and encourage such cooperation. The program is administered by the 13-member California Library Services Board, and funding is allocated to California’s Cooperative Library Systems. El Dorado County Library is a member of the Mountain Valley Library system, a Cooperative Library System, which is in turn a partner of the NorthNet Library System, a network of twenty-seven library systems in Northern California. NorthNet Library System has contracted with Innovative Interfaces, Inc. to bring Link+ to member libraries. This Memorandum of Understanding is the Library's agreement to reimburse NorthNet Library System for costs incurred for Link+ on our behalf.
Funding from the California Library Services Act (CLSA) is allocated to NorthNet Library System for FY 2019-20 to bring more libraries into Link+. State funding is set aside to pay the full cost of the implentation fee, the subscription to Link+ and the delivery costs for the first full year for new NorthNet members of Link+, including El Dorado County, Sonoma County and Woodland libraries. Following the first year, each Library will be invoiced for delivery and subscription costs above any California Library Services Act funding available. This Memorandum of Understanding cannot exceed $83,896 over the five year term.

FINANCIAL IMPACT
Maximum cost is $83,896 over the five year term of the Memorandum of Understanding. FY 19-20 costs are funded by CLSA, and The Library will apply future CLSA funding to this project. The Library is cancelling other interlibrary loan agreements, database subscriptions and delivery contracts to offset the expenditures.
